The Billionaires and James Petras


The Billionaires and How They Made It. Meet the Global Ruling Class
By James Petras

This book is not new and it has been commented many times before.

However it's a book with a great deal of contemporaneity, seen in relation to both the so called economic crisis in the economically more developed countries, the actual crisis under which poor countries in the world suffer meaning starvation, death caused by diseases that could have been cured and death caused by unstable political circumstances.
It's also a book that deals with the economic growth in China and India and other fast growing economies in the world.
As I haven't read this book myself I rely on the different articles I've read commenting this book.

One of Petras cornerstones is that there in the world today (and 'yesterday' to some extent, depending on the historical perspective) are individuals with such great economical power, that they could - if they decided to do so - eleviate the poverty by giving away 90% of their fortunes (or more) and still live in extreme wealth for rest of their lives.
The book also deals with the question about the power these people hold just through the fact that they are rich (not a new insight).
According to Petras the number of billionaires grew from 793 in 2006 to 946 in 2007.
Today we have 2010 and I guess that the number of billionaires has increased, in spite of the 'crisis'.

India had (when this book was written in 2007) 36 billionaires and thereby being the country in Asia with the highest number of billionaires. Their total wealth amounted to $91 billion.
China had 20 billionaires with $29,4 billion.

In spite of these facts, the number of people being poor in these two countries is still very high and constitutes a major problem.
When talking about China and India, I feel that we often focus on the major cities in these countries, cities where the economical development has gone faster than on the countryside and the middle class is growing stronger and stronger.
By doing so we forget that this is the two largest countries in the world when talking about inhabitants.
This means that those living in small communities or on the countryside to a lesser extent are affected by the economical progress.

According to Petras the wealth of what he calls the "global ruling class" grew by 35% per year with its peak in 2007 (when his book was published) at $3,5 trillion!
At the same time he claims that income levels for the lower 55% of the worlds 6 billion (or 6,5) people declined or stagnated.
He rephrased it as if one hundreth millionth of the world's population owned more than over 3 billion people.

More than half of the billionaires (523) came from 3 countries: USA, Germany and Russia.
He also states that the 35 per cent increase in wealth mostly came from speculation on equity markets, real estate and commodity trading, not from technical innovations, investments in job-creating industries or socials services.

He focuses to some extent on the youngest and most fast-growing group of billionaires, namely the Russian oligarches, today in their forties, starting - many of them (67%) - their concentration of wealth in their mid to early twenties.
This was made possible during the infamous 1990's and the quasi-dictatorial rule and corrupt leadership in Russia at the time.
The whole of Russia - almost - was put up for sale and the 'political prize' - as Petras calls it - was far below its real value, 'thanks to' gangster tactics, assassinations, massive theft and seizure of state resources, stock manipulations and buyouts.
Petras means that the, then, future billionaires stripped the Russian state of over a trillion dollars worth of factories, transport, oil, gas, iron, coal and other formerly state-owned recources.
Almost all the billionaires initial sources of wealth came from other operations than such as building, innovating or developing new efficient enterprises.
It was all very closed followed by and supervised by 'free market' Western 'consultants' (Gaidar/Chubais), showing these oligarchs to come how to profit from a weak national-political system.
Mafia methods were used by university graduates who capitalized on corrupting, intimidating or assassinating senior officials in the state, among other things.

Over a hundred billion dollars a year was laundered by the mafia oligarchs in the principle banks of New York, London, Switzerland, Israel and elsewhere,­ funds which would later be recycled in the purchase of expensive real estate in the US, England, Spain, France as well as investments in British football teams, Israeli banks and joint ventures in minerals.
Petras further points out other parts of the world where the same mecanisms has been used to augment the fortune of a few.
In Latin America for example, Petras claims that Mexico and Brezil are the two countries with the greatest concentration of wealth and the rise of the Latin American billionaires.

Personally I can say that at least Mexico, from different reports and informations, seems to be one of the most corrupted states in the world.
Brezil is a c country being more respectable - at least on the surface.
These two countries has also privatized the most lucrative, efficient and largest public monopolies, according to Petras and hereby gained there wealth.
The wealth of 38 families and individuals exceeds that of 250 million Latin Americans; 0.000001 per cent of the population exceeds that of the lowest 50 per cent. In Mexico, the income of 0.000001 per cent of the population exceeds the combined income of 40 million Mexicans.

In the articles the ideas of Petras also include the fact that:
"If we add to the concentration of $157 billion in the hands of an infinitesimal fraction of the elite, the $990 billion taken out by the foreign banks in debt payments and the $1 trillion (one thousand billion) taken out by way of profits, royalties, rents and laundered money over the past decade and a half, we have an adequate framework for understanding why Latin America continues to have over two-thirds of its population with inadequate living standards and stagnant economies."

The content and aim of this book is to show that the wealth of these multi billionaires has been made possible by illegal methods, weak governments, dependance on the more wealthy nations, the latter meaning that when asking for loans the less rich governments, in all these countries, had to comply to some demands including denationalization of enterprises, selling out of industries and so on and so forth.
To this can be added other forms of external involvment in the internal affairs of these countries, not only from the powerful USA and other Western countries but also the IMF and similar organizations and institutions.

Of course Petras book is biased to some degree as he has an agenda of his own, as have we all but on a general basis I agree with him concerning the fact that poverty in the world could be solved if money was used in a more altruistically and productive way.

It's not a question wether it's possible or not to solve world poverty more a question concerning the lack of will, cowardly or corrupt politicians or rather both cowardly and corrupt politicians and a detached public, that is to say you and me.

The world is facing a lot of problems that could be solved by using the total amount of fortune in a more useful way but as the capitalist, market economy-countries to a large extent is governed by anti-intellectuals, like economists and 'professional' politicians, it's not likely that this will happen.

We have to change the structure of society, meaning that economists and other market-liberals have to be put aside when it comes to deciding how to run the economy and the states.
Today politicians in all countries listen less to philosophers, historians, sociologists and other representatives of the Humanities and this has lead and will lead to recurring problems in the world concerning economy and the distribution of wealth.

Economists and other representatives of the so called free market economy are not interested in the poor world, their only interest is to accumulate money with them who already have a surplus.

The free market economy isn't free either as we all know. It's governed by multi national corporations and companies with their enormous lobbying power, more or less dictating the political agenda.

The 'invisible hand' that was supposed to regulate the market, was a theoretical model and has never existed in the market economy of the 'real life', lived here and now.

The primary data for the essay from wich I'm extracting my information is drawn from Forbes Magazine 's "List of the World's Billionaires" published March 8, 2007.

Förtal från Christian Silfwersvärds sida/Defamation by Christian Silfwersvärd

Svenska (English below):

Idag är Aurore i vanlig ordning på Dfm Fiktion involverad - som det synes mig - i allt möjligt kring den film eller de filmer man producerar vid företaget. Hon arbetar mellan 09.00 och 17.30, allt medan jag ägnar några timmar åt arbete på Filmhuset.

Därefter beger jag mig till en jurist med vilken jag går igenom ett viktigt ärende rörande boendefrågan på Lidingö.

Efter mötet hos juristen går jag vidare till ett informationsmöte på företaget Bokningsservice i Sverige AB då jag där sökt ett tillfälligt arbete inom telemarketing.
Som alltid(?) utgår man från att den ansvarige vid ett företag på ett seriöst sätt skall redogöra för tjänsten ifråga.
Istället möts vi dock av en man i (kanske) 30-årsåldern, Christian Silwersvärd, som inleder med att provocera de arbetssökande i det att han talar om för oss att det är meningslöst att tro att vi skall kunna komma ifråga för denna tjänst!
Av de 10-12 personer som samlats till detta möte lär, enligt Silfwersvärd, endast 0,5klara sig vidare via testfrågorna för erhållande av tjänsten.
Detta känns nästan skrattretande men faktum är att Silfwersvärd tror på det han säger!
Trots att de utannonserade tjänsterna är förhållandevis okvalificerade till sin karaktär försöker han förmå de närvarande att tro att endast en liten 'elit' slutligen klarar av att på ett framgångsrikt sätt genomgå de 'svåra' prov de skall ställas inför.

Om allt detta sagts på ett mer seriöst, moget sätt där Silfwersvärd förklarat varför han anser att en tjänst som denna kan vara svår att som sökande till slut accepteras för, alternativt det sagts med humor och glimten i ögat hade allt varit i sin ordning.
Silfwersvärd raljerar dock, förolämpar de sökande, uppträder extremt obildat med en attityd som visste han mer än någon annan om allt som rör innehållet i en tjänst som denna; kundförfrågningar -relationer och -klagomål.
Samtidigt agerandes som om vi andra överhuvud ingenting visste.
Han ställer frågor till de sökande på ett sätt som visar att hans primära syfte är att ytterligare provocera oss för att få oss irriterade och arga och härigenom kunna peka på att detta utgör ett bevis för att den eller de sökande som så reagerar, inte är lämplig/a för tjänsten.

Efter en stund bestämmer jag mig för att gå då jag inte känner att jag har tid att lyssna på en person som ägnar sig åt pajaskonster på detta sätt och dessutom är helt i avsaknad av bildning, hyfs eller ens förmögen till ett någorlunda korrekt bemötande, utan tvärtom visar förakt för - inte minst - dem med utländsk bakgrund.
Då jag packar ihop mina saker utbrister Silfwersvärd: "Jaha, här är en idiot som inte kan sitta still...".
På detta svarar jag att; "det i detta rum endast finns en person som uppträder som en idiot..." nämligen Silfwersvärd själv.
Förklarar att jag inte är beredd att lyssna till en till synes inkompetent företrädare för ett företag som uppträder så obildat som Silfwersvärd eftersom jag hade förväntat mig en seriös och någorlunda kunnig individ samt att jag självfallet inte är intresserad av att under några som helst omständigheter arbeta vid detta företag.
I förbigående upplyser jag honom också om att de uttryck han använt om de olika sökanden i tilltal till dem är åtalbart.
Ödslar inte tid på ytterligare diskussioner med Silfwersvärd.
Då jag är på väg ut ser han min bok 'Geopolitik' av Alexandre Defay och kommenterar fnysande titeln på boken.
Jag replikerar att denna hans reaktion uppenbarligen kommer sig av att han är för obildad för att förstå vad denna bok handlar om och det medger han de facto: "Nej, det gör jag inte och vill inte heller förstå...", svarar han.
Må så vara.

Här ser vi ett exempel på en person med uppenbara identitetsproblem vilken känner sig tvungen att hävda sig för att på detta märkliga sätt legitimera sig själv som 'chef', sitt företags existens och dess förment viktiga funktion i samhället samt därigenom positionera sig inför andra.
I botten en mycket osäker person som säkert skulle vara i behov av psykologisk hjälp men å andra sidan inte dummare än att han förstår att han gör sig skyldig till grova förolämpningar, att betrakta som förtal.
Detta är också ett utmärkt exempel som visar på hur antiintellektuell företagsvärlden är.
Här ser man hur en förhållandevis ung man lyckas driva ett företag utan vare sig kvalificerad utbildning eller överhuvud någon form av bildning, en man som uppvisar ett uppenbart störd personlighet.

Detta kanske främst är att beklaga för dem som hett eftertraktade denna tjänst och som eventuellt kände sig nödsakade ha tålamod med Silfwersvärds oförskämda uppträdande.
Om jag så varit i skriande behov av en tjänst, hade jag aldrig accepterat ett beteende som detta och inte hade jag tackat ja till ett eventuellt erbjudande om arbete.

Kontaktade senare under eftermiddagen både Länsarbetsnämnden, AMS och Arbetsmarknadsdepartementet i syfte att för dessa myndigheter/institutioner omtala denna händelse. Detta då jag anser att en person som tar sig rätten att kränka andra människor ej bör erhålla hjälp via samhällets offentliga organ att driva och utveckla sitt företag.
Lämnar även in en polisanmälan mot Silfwersvärd och företaget med rubriceringen 'ärekränkning'.

Några dagar senare erhöll jag svar från både Länsarbetsnämnden och AMS vilka uttryckte sitt ogillande över det inträffade men däremot konstaterade att de inte hade den judiciella befogenheten att utesluta Silfwersvärd och dennes företag från deras hemsidor för såvitt han ej i sin annonsering bryter mot lagar, regler och bestämmelser som gäller för företagsannonsering.

Polisanmälan lämnas utan vidare åtgärd eftersom judiciellt "ord står mot ord", innebärandes att Silfwersvärd, i samband med att han kunnat yttra sig över denna polisanmälan, självfallet nekat till att ha gjort sig skyldig till 'ärekränkning'.
Visst kan man driva ärendet vidare men det räcker med att olika myndigheter och institutioner fått upp ögonen för detta företag och dess chef. Det utgör inte den bästa publicitet Silfwersvärd kan få, inte minst som reaktioner på detta bloginlägg samt annan information ger vid handen att detta hans beteende är legio.

Aurore is working at Dfm Fiktion involved in everything around the film or the films the company produces. That is at least the impression I get. She works between nine AM and five thirty PM while I spend some hours at the Swedish Film Institute.

After that I continue to a meeting with a lawyer discussing some important questions concerning our housing in Lidingö.

When I have finished my meeting with the lawyer I continue to a information meeting at a telemarketing company called 'Bokningsservice i Sverige HB'. I had applied for a temporary work within telemarketing and got a call where I was summoned to a meeting at the head office of this company.
As always(?) one expects that the head of a company is a person who takes his 'mission' seriously, ready to explain in a serious and informative way the content of the work offered.
Instead we are met by a young man around 30 years old (I should guess) - Christian Silfwersvärd - who starts by provoking the applicants, telling them how almost impossible it is to get a job within this enterprise.
Only 0,5 persons out of the ten or twelve gathered at this meeting will succeed in being hired for this job.
This becomes rather amusing but the fact is that Silfwersvärd really believes in what he says!
Taking into consideration that the educational- and job qualifications required for this kind of work are on a fairly low level, he tries to make the applicants believe that it's only an exclusive number of people - the 'elite' - who will be able to pass the tests!

If all of this had been presented in a serious and mature fashion where Silfwersvärd had explained why he considered this job being 'special', it would have been understandable.
Alternatively if he had said this in a humorous way... but Silfwersvärd banter and insults the applicants and behaves in an extremely uncultivated and ill-mannered way.
His attitude reflects one of a person who thinks he knows more than anyone else in this world about custom relations and how to deal with complaints, at the same time insinuating that we, the applicants, don't know anything at all about a job of this kind.
He poses questions in a way that demonstrates that the only purpose is to provoke the applicants, making them irritated and angry and hence point out that the applicant/s is/are not suitable for this work.

After a while I decide to leave as I don't feel inclined spending time listening to a obviously incompetent person who acts in this clown-like manner, totally lacking culture, learning, manner, not even able to a somewhat correct behaviour but on the contrary displaying contempt for - not least - the applicants with foreign descent.
As I start to pack my things he exclaims: "Ah, there is another idiot who can't sit still!".
I answer him that; "the only person acting like an idiot in this place is you"(Silfwersvärd).
I don't waste my time discussing with him but when I leave he glances at my book 'Geopolitics' written by Alexandre Defay and comments 'snorting' the title of the book.
I answer his 'snorting' by saying that he probably doesn't know what this subject (geopolitics) is about and he, strangely enough admits this, adding: "...and I am not interested in knowing.".
May it be so.

We all realise - I think - that this is a person with great identity problems who obviously feels as if he has to legitimate his work as an executive for this enterprise and the existence of his enterprise by acting in this strange way (to say the least).
A profoundly uncertain person who surely would be in need of psychological help but on the other hand not more stupid than he understands that he is culpable of insults, to be regarded as defamation.

This must have been a great problem for those among the applicants who were in desperate need of this job and who thereby maybe felt that they had to have patience with Silfwersvärd and his behaviour.

This is also an excellent example of how anti intellecutal the business world is.
We here see an example of a relatively young man manage to run a company without any qualified education and even less culture, a man with an obviously very disturbed personality.

Afterwards I contacted the authorities in charge of making possible the add from this company, namely the employment service - both the central one in Stockholm and the all embracing authority for the whole country.
I also wrote to the Ministry of Employment in order to report this my experience as I don't think that a person who consider himself having the right to insult persons should receive help from public institutions in running his enterprise. I also reported this 'incident' to the police authorities, classified as 'defamation'.

A few days later I received answers from the employment service, both the one in Stockholm and the central one for Sweden as a whole.
From their side they express their sympathy with me and my complaint but at the same time stated that they do not have the legal right to stop a manager of a company from using their services unless he misdemean and violate the regulations dictating how the add should be designed (no prejudice, harassments or the like).

The police report was left without any further measures as "word stands against word".
Of course I could have brought this further but it's sufficient that different organizations, institutions and authorities have been alerted about this enterprise and its CEO.
This is bad publicity for him, not least as the response on this blog article and other information shows that his behaviour is legion.

The Managing Directors in Sweden and their wages and benefits: Are they not sufficiently high?

Under en tid har man i Sverige återigen diskuterat löner och bonusar för de ledande cheferna inom fr.a. stora, multinationella företag.

Ericssonchefen Carl-Henric Svanberg fick exempelvis i fjol (2006) en sammanlagd lön på 24 miljoner kronor vilket enligt uppgifter i tidningarna är en ökning med nio procent jämfört med tidigare lön. Man kan f.ö. läsa om detta i bolagets årsredovisning.

Av denna summa utgörs den fasta lönen av 15,3 miljoner kronor, en ökning med fem procent jämfört med 2005. Den rörliga lönen uppgick till 8,7 miljoner kronor vilket är en ökning med femton procent jämfört med 2005.

Överhuvud tycks det som om en allt större del av ersättningarna till företagens direktörer utgörs av rörliga bonusdelar.

Även Ericssons tyrelseordförande Michael Treschow fick ett sammanlagt arvode på 4 miljoner kronor, en ökning med hela 23 procent jämfört med 2005.

Svanbergs bonus för förra året, som betalas ut under 2007, blir drygt 8,9 miljoner kronor, enligt årsredovisningen.
Vad gäller övriga förmåner till Svanberg kostade detta Ericsson drygt 4 miljoner kronor i fjol. Nästan hela summan avser telekomjättens aktiebaserade incitamentsprogram. Pensionspremierna för Ericssonchefen uppgick till 6,5 miljoner kronor.

Inalles innebär detta att Ericsson totalt fick betala närmare 46 miljoner kronor för Carl-Henric Svanbergs tjänster förra året (2006). I detta belopp är även sociala avgifter inkluderade.

Trots dessa i jämförelse med en genomsnittlig löntagare, enorma löner har det svenska näringslivets toppchefer i snitt lägre löner än sina kolleger i Europa. Detta åberopas allt som oftast av företagens styrelser och chefer då diskussioner kring rimligheten i lönernas storlek kommer upp till diskussion.

Tyskland har inte oväntat de högsta snittlönerna bland vd:ar i Europa. De ligger i genomsnitt på 3,06 miljoner € (27 miljoner kr.), enligt en undersökning av rekryteringsbyrån Heidrick & Struggles.
I botten på denna lista kommer Sverige med en medianlön för vd:ar på 18 miljoner kronor samt medellöner på 20 miljoner kronor.

Bland de svenska företagens vd:ar är det alltså endast Carl-Henrik Svanberg som når den europeiska snittlönen med sina 2,44 miljoner € (snittet är 2,16 miljoner €).

I denna undersökning ingår 214 europeiska företag från tio europeiska länder. De svenska företag som finns med i undersökningen är: Electrolux, Ericsson, Nordea och Volvo och uppgifterna har hämtats från årsredovisningar och andra öppna källor.

Vad skall man då säga om detta? Att våra vd:ar skall ha högre löner, större bonusar och ersättningar. Det kan vara ett svar.
Ett annat svar är att man måste se till vilket ekonomiskt utrymme det finns för företagen i Sverige i jämförelse med Europa då det gäller möjligheterna att betala sina chefer allt högre löner och andra förmåner. Hur stora, vinstrika och framgångsrika är våra svenska företag? Många gånger tror jag att vi övervärderar de svenska företagens ställning i världen.

Ytterligare en faktor är frågan om huruvida en företagsledare uträttar ett bättre arbete om denne erhåller högre lön och fler förmåner. Det finns inga rapporter eller studier som visar på det, så vitt jag vet. Hur kan man kontrollera och mäta effektivitet hos en företagsledare?
Vilken typ av parametrar skall man använda: Hur många timmar denne arbetar, vilka framgångar företaget når och i vilken utsträckning dessa framgångar kan sägas vara ett direkt resultat av vd:s arbete?

För en tid sedan uttryckte en av våra riskkapitalister, Christer Gardell, sin åsikt i frågan.
Han menade att redan det faktum att man som företagsledare utåt i medier exponeras och härigenom får publicitet är en viss betalning i sig. Till detta kommer självfallet en rad andra förmåner som arbetet som företagsledare/vd innebär.

Visserligen ger ovan nämnda undersökning vid handen att svenska företagsledare i ett europeiskt perspektiv har lägre löner och detta skulle då tala för att man måste höja dessa löner alternativt förmåner eller bonusar så att de hamnar i paritet med övriga industriledares i västvärlden.
Ett sådant resonemang faller på sin egen orimlighet eftersom vi då i ärlighetens namn även bör genomföra komparativa studier mellan alla yrkeskategorier sett i ett europeiskt och/eller globalt perspektiv. Vi skulle då finna att det i vissa andra länder betalas ut högre löner till vissa yrkeskategorier jämfört med de svenska kollegernas. I andra fall skulle vi självfallet finna motsatsen, eftersom lönenivåerna i ett åtminstone europeiskt perspektiv ligger relativt högt i vårt land.
Dock kan man genomföra samma typ av komparativ studie vad gäller företagsledare i länder där man tjänar långt mindre än i Sverige trots att levnadsomkostnaderna ligger ungefär på en lika hög nivå. Dessa exempel är man av naturliga skäl inte lika angelägen om att ta fram från näringslivets sida.

Till detta kan dessutom anföras att svenska företagsledare generellt är långt sämre utbildade än sina utländska kolleger. Detta har man undersökt och det låter sig självfallet lätt göras.
Vi har haft näringslivsföreträdare som tidigare Curt Nicolin m.fl. som utbildningsmässigt har höga examina, i hans fall en teknologie doktorsexamen om jag erinrar mig rätt. Dessa exempel utgör dock undantag.

Nu kan man inte av det dra slutsatsen att svenska företagsledare skulle vara sämre rustade för att de saknar akademisk utbildning. Vi har många exempel på där framgångsrika företagare och entreprenörer lyckats mer än väl utan någon kvalificerad utbildning. Ingvar Kamprad har mig veterligen inte någon akademisk examen men det har ju faktiskt lyckats honom ganska väl trots det.

På det personliga planet kan jag dock inte klandra exempelvis Percy Barnevik eller andra företagsledare för att de tar emot de astronomiska summor de erbjuds. Hade jag själv erbjudits detta av mina arbetsgivare då jag slutat en tjänst, skulle jag absolut inte tackat nej.

Avslutningsvis vill jag endast säga att våra företagsledares ersättningsnivåer vad gäller både lön och andra förmåner är mer än tillräckligt höga och överstiger med marginal deras betydelse för de företag de representerar. Detta gäller självfallet även i ett globalt perspektiv.

During some time one have in Sweden been discussing the salaries and benefits disbursed to the managing directors/CEO:s and leading men and women in Swedish multinational enterprises.
This after a survey carried out among enterprises in Europe. This survey showed the following:

The head of Ericsson - Carl-Henrik Svanberg - last year (2006) earned a salary of 2,44 million €, an increase with 9 percent compared to his earlier salary.
Out of this sum the fixed salary amounts to 1,64 million€, and increase with five percent. The 'mobile' part of his income amounted to approximately 930 000€, an increase with five percent compared to last year.
The same goes for the head of the board in the company, Michael Treschow who got a remuneration of almost 500 000 €, an increase with 23 percent.

In spite of this the average wages in Sweden for these men and women in 'leading positions' are lower than the average in Europe as a whole.
It's only Carl-Henrik Svanberg who reaches the European average with his 2,44 million€.
The average in Europe is 2,16€. Germany is in the lead with 3,06 million€.

Should this imply that the Swedish CEO:s and other leading persons in different Swedish enterprises should be payed better?
Yes, is of course one answer and the answer representatives of the industry would argue for.
Another answer is that one have to look at the economic scope in a Swedish business corporation in comparison with their equivalents in Europe.
I think we overrate the importance of Swedish enterprises and their significance on the world scene.

An important factor is also whether or not we assume that the heads of the enterprises actually work better/harder if they are payed better. There are no reports or studies that imply this, at least as far as I know.
This also goes for other professions in society. There are no visible links between higher payment and more efficiency.

How would one measure such an increase in working ability, efficiancy and results:
How many hours the CEO:s work, the success of the enterprise in question and to what extent this success really have to do with the head of the company and the work he or she performs?

Some time ago one of the most renown Swedish venture capitalists, Christer Gardell, said that a head of a enterprise gets his or her 'reward' already by being exposed publically and that the money they earn is sufficient enough for them to work hard.

The survey made among enterprises in Europe made it clear that the Swedish managing directors and the like, earn less than their European counterparts and that this should lead to the conclusion that they needed higher salaries and benefits. I find this unreasonable.
If we reason like this we also have to compare other professions with their European counterparts and also look at them from a global perspective.
We will surely find that there are for example nurses (in Norway or Dubai e.g.) that earn much more than the Swedish nurses (in Norway the nurces earn at least one and a half or two times as much as their Swedish counterparts) and this would lead us to conclude that they should be given a raise in salary. We could continue to compare profession after profession like this and I don't think that the representatives for Swedish industry or Government would like that kind of negotiation.

In a global perspective the Swedish managing directors and the like are poorely educated and this should also be taken into consideration. There are relatively few academics among the heads of Swedish enterprises. It is of course not necessary to be an academic to be a successful industrialist or the like. Look at Ingvar Kamprad the head and founder of IKEA. It's however one important parameter.
I think it's important to take this into consideration.

To conclude this reasoning I find the Swedish managing directors being more than wellpaid for the work they carry out, taking into consideration all the above mentioned factors.
I need more money - they don't!

A new way of measuring the unemployment in Sweden

Fram till dags dato har man oftast i Sverige använt sig av ett system för att mäta arbetslöshet som går ut på att man från regeringens (den socialdemokratiska) sida sagt att vi har en 'öppen arbetslöshet' om si och så många procent.
Detta sätt att mäta tar dock inte i beaktande dels alla människor som erbjuds någon form av s.k. 'arbetsmarknadspolitisk åtgärd' dels de långtidssjukskrivna som önskar och vill arbeta igen dels alla de studerande som söker arbete men som kanske inte finns inskrivna i arbetsförmedlingarnas register.

Under den socialdemokratiska mandatperioden lyckades den dåvarande regeringen härigenom dölja hur verkligheten såg ut i ett bredare perspektiv och dessutom lurade man många människor att tro att man var på väg att lyckas med det s.k. 4%-målet för öppen arbetslöshet.
Socialdemokratin har visserligen alltid sagt att de, i samband med redogörelser för arbetslösheten, avsett all form av arbetslöshet - alltså inte endast den öppna arbetslösheten -men det är självfallet en sanning med modifikation.
Då man av journalister eller andra 'tvingats' att på ett djupare plan definiera och penetrera denna fråga har man under galgen presenterat andra siffror som givit en mer fullödig bild av problemet.

Sven-Otto Littorin, den nya arbetsmarknadsministern, vill nu att man skall beräkna arbetslöshet utefter de normer som råder inom EU.
Detta innebär att statistiken över det totala antalet arbetssökande/arbetslösa, så som man nu skall definiera dessa, härigenom radikalt förändras med långt högre arbetslöshetssiffror som följd.

Förutom Sverige är det, enligt Littorin, endast Kanada som beräknar arbetslöshet på samma sätt som Sverige hittilldags gjort.
Nu gäller det visserligen inte endast att genomföra förändringar i hur man beräknar arbetslösheten utan det viktiga är att komma tillrätta med densamma i någon form.
Om den borgerliga regeringen skall lyckas bättre än den socialdemokratiska återstår att se.

När det gäller socialdemokratin är det som oftast den storartade retoriken, de högtflygande målen som basunerats ut men misslyckandena vill man inte tala om.
Tvärtom har man, som jag ovan konstaterade, försökt 'manipulera' siffrorna och föra allmänheten bakom ljuset.
Man skulle i och för sig kunna anföra att socialdemokratin har haft otur vad gäller arbetsmarknadens utveckling och kopplingen mellan högkonjunktur och arbetslöshet eftersom det nu tycks som om arbetstillfällena börjar öka igen och arbetslösheten därigenom till del minska.
Om detta är socialdemokratins förtjänst eller beror på att företagen tack vare regeringsskiftet och de utlovade lättnaderna för företagen vad gäller beskattning och annat känner sig mer benägna att anställa, utgör självfallet en oavslutad diskussion.
För de arbetslösa är detta kanske mer en fråga av akademisk natur.

Den svenska och europeiska arbetsmarknaden står inför stora förändringar med konkurrensen från dels låglöneländer som utför enklare arbetsuppgifter till långt lägre priser dels länder som exempelvis Indien där man utför mycket kvalficerade arbetsuppgifter inom IT och andra teknikbaserade industrier men fortfarande till långt lägre priser än i Europa.

För Sverige och andra europeiska länder gäller det att dels specialisera sig inom de områden där man har hög kompetens och ytterligare flytta fram positionerna inom dessa områden dels se över utbildningsnivån, både inom teoretiska och mer praktiska yrkesområden.

Den socialdemokratiska regeringen hävdade ofta att vi i Sverige har ett större antal utexaminerade universitetsstuderande på magister- och doktorsnivå än många jämförbara länder men man måste se till kvaliteten på utbildningen inte endast de kvantitativa aspekterna.
Detta tror jag den nya regeringen till del förstått.

Inom vissa områden kan Sverige hävda sig väl utbildningsmässigt.
Man kan här nämna utbildningsanstalter som Chalmers Tekniska Högskola KTH i Stockholm, Karolinska institutet med flera.
Inom andra områden dock och inte minst humaniora håller utbildningen inte lika hög internationell standard. Detta kan sägas, till del, vara bevisat av alla de studerande som från olika länder anländer till Sverige för universitetsstudier inom ramen för det s.k. 'Erasmusprogrammet' eller liknande, varav många anser de svenska högskoleutbildningarna inte nå upp till europeisk standard.

Någon kanske invänder att humaniora inte är ett område inom vilket vi som nation, kan komma att erhålla inkomster men där tror jag man tänker fel.
Det tenderar bli mer och mer viktigt att anlägga andra perspektiv på den samhälleliga utvecklingen än ett rent naturvetenskapligt-matematiskt eller ekonomiskt.
Hur ett framtida samhälle långsiktigt skall gestaltas ur exempelvis ett resurs-och miljöperspektiv, är något man kan finna praktiska lösningar på med hjälp av naturvetenskap, teknik och matematik men innan vi kommer dit behövs de personer som kan ge mer djupgående, existentiella, historiska och filosofiska svar på varför detta bör ske.

In short: The Swedish Government is going to radically change the way of measuring unemployment in our country.

The new system is similar to or rather an exact copy of how countries within EU measure unemployment today.

This change in policy was today publically declared by the Minister for Employment, Sven Otto Littorin.
The former Swedish Social Democratic Worker's Party of Sweden always talked about the 'open unemployment' but seldom about the 'hidden unemployment' that partly concists of those sick-listed people who are able to work but for different reasons do not get a job partly of young university students who also wish to work but because of the labour market within their field for a shorter or longer period of time stays unemployed.

We also have to include those people who are 'hidden' behind labels as 'labour market training'.

If the new government is going to succeed in changing the development concerning unemployment and being able to change the prerequisites for employers/companies and employees is yet to be shown.
Things doesn't change by changing the grounds for statistic calculations.

The former social democratic government said that their aim was to get the unemployment rate down to 4% before the end of 2006 (or even earlier).
They did not succeed, not even by hiding the true figures concerning unemployment in our country.
Some could say that they had 'bad luck' as it now seems as more and more people gradually get jobs and this could be seen as a proof of the former governments successful policy.
This could of course be true but on the other hand it could also be a result of the fact that the new government have promised reliefs in taxation and other duties for enterprises in Sweden. Who knows?

The competition now comes partly from low income countries that are able to perform simple jobs to better prices partly from countries like India who are able to perform highly qualified work to better prices than the European companies can.
In Sweden and other countries one now have to improve knowledge and skills within those areas where there are good conditions to do so, for example within highly qualified technical and (bio-)medical fields or within information technic.

This does require qualified university education, both theoretical and vocational.
This is not always the case in Sweden.

Within technical and (natural) scientific areas we can compete fairly well.
This also goes for education within the medical field but when it comes to the Humanities there is still much to be done.
This we can see when students from other countries come to Sweden for studies at our universities.
They often find the demands lower and also find it easier to get higher grades than in their own countries.

This is not good and when the former government often boasted about the fact that we in Sweden had more people being graduated with master- and doctor's degree, they did not take in to consideration the qualitative, only the quantitative aspects.

Why do we need the Humanities?
Well, the technical- and natural sciences can provide us with solutions to certain problems but the more profound discussion, insight in and deeper knowledge of why we have to change some living conditions for mankind is something the Humanities can provide more detailed answers to.

Har 40-talisterna problem med sin ekonomi?

En s.k. 'expertrapport' från finansdepartementet visar att '40-talisterna' inte skulle vara så gynnade som man tidigare trott och gjort gällande.
Sistnämnda antagande sett ur det perspektivet att de växte upp under de gyllene åren i svensk ekonomi och därigenom relativt enkelt gavs möjlighet ackumulera pengar de tjänade.

Nu visar det sig alltså att denna bild av 40-talisternas situation inte är helt korrekt, enligt rapporten ifråga.
Man pekar på att 40-talisterna skulle haft mycket långa yrkesliv, genom att de börjat arbeta mycket tidigt och går i pension relativt sent.
De har alltså betalat in mycket skatt i förhållande till de förmåner och offentlig konsumtion de får ut.

Detta gör att den ansvarige för utredningen Anna Westerberg gör gällande att denna generation är förhållandevis missgynnad av välfärdsstaten. Allting är ju relativt kan ju konstateras.
Man har i utredningen kartlagt hur fördelningen av resurser mellan generationerna ser ut från de som är födda på 1930-talet och framåt.

Här väger man mot varandra hur mycket man betalat i skatt och avgifter och hur mycket man får tillbaka i form av bidrag, pension och andra tillskott från den offentliga sektorn.
Även inkomster och vinster på t.ex. bostäder har räkntats in samt hänsyn till tillväxt och inflation.

Det visar sig - enligt denna statistik - att 30- och 80-talister utgör vinnarna.
Förstnämnda av liknande skäl som 40-talisterna, sistnämnda genom att de gjort ett ganska sent inträde på arbetsmarknaden och också förväntas utträda från arbetsmarknaden relativt tidigt.
Detta innebär korta arbetsliv med resultat att man betalar förhållandevis lite i skatt och härigenom blir förhållandevis gynnade av välfärdsstaten.
Dock måste det ju också betyda att man inte ges lika lång tid att tjäna pengar från sin tjänstgöring och härigenom inte erhålla en lika god pension som andra grupper.
Det privata pensionssparandet kanske utgör en ganska stor del hos denna unga generation men frågan är om det kompenserar för det fåtal år man arbetat?

Till detta kan läggas att denna generation kanske i högre usträckning än både 30- och 40-talisterna tvingats arbeta inom låginkomsttjänster?
Genom den hårdnade konkurrensen från andra låglöneländer - så länge de förblir låglöneländer - kanske utvecklingen går mot mindre gynnsamma löneavtal och fler korttidsarbeten med låga löner?

Som motvikt kan anföras att det idag finns områden som yngre generationer behärskar långt bättre än äldre som också genererar stora inkomster om man blir någorlunda framgångsrik.
Jag tänker här på IT-sektorn, dataspelsbranschen, datorprogram av skilda slag som ofta utvecklas av unga människor födda på 70-och 80-talen.

Att vi dock skulle behöva känna medlidande med 40-talisterna är kanske dock att dra det för långt.
De har - som jag ovan konstaterat - växt upp under en ekonomiskt extremt gynnsam period i den svenska historien.
Efterkrigstidens innovationer och entreprenörsanda samt Sveriges gynnade situation som varandes skonad från krigets fasor, utgjorde en grogrund för en av världens snabbast växande ekonomier under 50-och 60-talen fram emot 70-talets oljekriser.
Detta ledde till att man erhöll goda löneavtal, hade möjligheter till utbildning och fortbildning i en omfattning som tidigare generationer aldrig givits, successivt kunde bygga upp sina privata ekonomier till nivåer som heller aldrig många människor samtidigt kunnat göra i vårt land.

Till detta kommer att man genom olika nätverk, utbildningsnivå och andra faktorer kunde besätta många höga tjänster inom politiken och på andra chefs- och beslutsfattarnivåer.
Dessa tjänster gav än mer inflytande över samhällslivet samtidigt som man erhöll goda löneavtal med höga lönenivåer till del genom avtal man själva tecknat med 'likasinnade' om man kan använda det begreppet utan att låta alltför konspiratorisk.

Häsovården hade också förbättrats vilket gjorde att denna generation i större utsträckning än tidigare kunde erhålla avancerad hälso- och sjukvård.
Att man kanske inte kan sägas värnat om olika hälsoaspekter sett till hur man ätit, druckit, rökt och på annat sätt levt osunt, det är en annan sida av myntet.

Vad gäller hälsovården har den självfallet fortsatt att utvecklas - åtminstone inom vissa områden - en utveckling även senare generationer kunnat ta del av.

Personligen tror jag inte vi behöver oroa oss för 40-talisternas ekonomi utan mer fundera på hur vi skall ha råd att ta hand om dem då de nu når pensionsålder och kanske drabbas av krämpor och sjukdomar av skilda slag?
Kanske är denna första 'välfärdsgeneration' den som levt mest osunt och härigenom ådragit sig ett stort antal vällevnadssjukdomar som vi nu måste bära bördan av?

Tur då att de har haft råd att 'lägga undan' pengar och pensionsspara. Härigenom kanske vi kan kräva av dem att de tar ett större personligt ekonomiskt ansvar för sina sjukkostnader?
